Each member brings a wealth of life and work experiences that when merged with others creates a value to our clients that is greater than the sum of the parts! The products and services that we have created here in Schenectady, NY rival those from any individual competitor, but, when you review the totality of all we have developed and offer to schools, you will find no other company with our depth and breath. Each member of the EVI family has assisted in this success and in building our collective reputation.

Scott B. Crowder
Chief Executive Officer

Mr. Crowder serves as product development director, facilitator, and chief executive officer for EVI. He heads the EVI programming team, which developed DataMate, AIMS, SEMS, and many other EVI software solutions for educators. In addition, he works with school districts in the design and scoring of assessments through the ELITE assessment software system. He brings 30+ years of technical experience in the design, delivery, and training related to software products. His experience ranges from programming to design and data management with an extensive background and training in application distribution across network platforms. He has provided consultation to school districts in the areas of student information system selection, data warehousing, zone integration solutions (ZIS) and custom software development to meet district, state, and federal requirements. He also manages relationships/partnerships such as EVI’s preferred vendor status with the New York Charter Schools Association (NYCSA) and agreements with multiple Boards Of Cooperative Education Services (BOCES).

Dr. Bruce H. Crowder
Senior Researcher

Dr. Crowder is a former NYS Assistant Commissioner of Education for Quality Assurance and the State's Excellence and Accountability Program (EAP). IBM and the NYC Chancellor employed him to guide a major educational initiative in the poorest district in the City. He was also Superintendent of Schools for the Highland Falls-Fort Montgomery CSD where the United States Military Academy at West Point is located, assistant superintendent for instruction at Scotia-Glenville CSD, and principal of Colonie Central High School. In addition, he has filled the roles of teacher, department head, and coordinator. He has authored numerous documents in education with particular emphasis on curriculum and assessment. Currently, he is a senior researcher and facilitator for EVI.

Bill Bouchard
Solutions Architect & Data Manager

Mr. Bouchard is a Solutions Architect and Project Manager for EVI. He works with EVI’s Programming team to address customer needs and oversees the Product Support team, Data capture, and the Data Entry Staff. In addition, he works with school districts to process their data to be loaded into various EVI products. He brings 25+ years of IT and technical experience in the design, implementation, delivery, and training related to software solutions. His experience includes business management, data and data center management, IT Staff management, staff training, and design of custom software applications. He has an extensive background in data scrubbing and reporting across multiple hardware platforms and operating systems. Bill has provided consultation to and managed implementations for many companies including Omnicare, Cardinal Health, Ecolab, VWR Scientifics, McKesson, Corporate Express and many others. Bill enjoys evaluating customer business requirements, creating detailed project plans, and managing implementation to meet customer needs.

Cindy Gallagher
Coordinator, Early Childhood Systems & APPR

Ms. Gallagher joined Educational Vistas, Inc. in 2010 to expand services to schools in the area of early childhood education and school improvement. She has held a wide range of positions in schools, state agencies and professional organizations and is considered a national and state expert in early education.

Ms. Gallagher was President of the National Association of Early Childhood Specialists for two years and currently serves on its Executive Committee. She is on the Advisory Board of the National Center for Research in Early Childhood Education and was a member of the US Department of Education’s Implementation Task Force for Reading First. Most recently, she was asked to be part of an advisory group to the National Governor’s Association and Council of Chief State School Officers for the Common Core Standards for birth-age 5. At the state level, she was a co-chair of the Advisory Board to the Governor’s Children Cabinet and state representative on the Cabinet. Ms. Gallagher has also been a consultant to the Illinois, Georgia and Missouri State Departments of Education.

Prior to joining Educational Vistas, Inc., Ms Gallagher was a senior manager for the New York State Education Department. At the Department her areas of responsibility included early childhood programs such as prekindergarten, Even Start, Reading First, Striving Readers, Kindergarten – Grade 4 and preschool special education. Ms. Gallagher provided a leadership role in creating a vision of early education as part of the P-16 system. She worked with school districts to strengthen early education programs to effectively close achievement gaps and to ensure that young students are prepared for participation in a global community.

Caroline Papanikos
Coordinator, Assessment & Data Services

As the coordinator of assessment and data services for EVI, Mrs. Papanikos works closely with school districts and charter schools in the scoring and reporting of local and New York State assessments. In this capacity, she oversees the design and development of a wide range of assessments, including State practice tests, pre and post, baseline/summative, and custom-built unit assessments. In addition, Mrs. Papanikos manages a broad range of data processing services that allow educators to use their assessment data for instructional analysis.

Mrs. Papanikos earned her B.A. in 2011 from the Johannes Gutenberg University in Mayence, Germany with a major in English Studies. She joined Educational Vistas in 2012, bringing a depth of skills in office management and team building. Upon taking over the assessment division, she has streamlined and organized processes for assessment customization. She has systemically coordinated operations and services that support districts in the management of testing and test development, freeing teachers and administrators to devote that time to instruction.

Mrs. Papanikos' experience extends into the areas of technology and administrative services. She is fluent in German, Czech, and English and has a strong background in communication and writing skills. Mrs. Papanikos has also been in charge of supervising the creation and design of a new website for Educational Vistas.

Lukas Crowder
Accounting & Operations Manager

As Accounting & Operations Manager, Lukas is responsible for day-to-day management of all EVI offices and maintains all client accounting records. He directly integrates with EVI’s corporate accountants, payroll services company, and legal advisers. He is a Niskayuna H.S. graduate with a B.S. from Siena College. He is currently enrolled in the M.B.A. program at S.U.N.Y. Albany, has a unique understanding of the business and brings his many talents to this position.

Michael Black
Office Manager - Emeritus 


As EVI office and facilities manager Emeritus, Mr. Black plays a vital role in our NYS assessment scoring process. He coordinates all corporate communications with teachers and school districts. All pickup and delivery services from and to schools are managed by his staff.

He began his management career in 1986 for Tandy Corporation and also managed two offices in the automotive industry before coming to EVI. His experience and ability to work with clients and staff make him a valued senior team member.


Katie Alois
Social Media Manager // Web Content Editor

Katie joined EVI in 2016, lending her talents and senses (eyes and ears!) to better serve the Ed Vistas online community and promote the awesome products, services, development, and growth that’s contained within the walls of EVI’s historic, turn-of-the-century HQ office. A true social butterfly, Katie’s passion for communications and social media is rooted in a genuine excitement to engage, share ideas, connect people and create change! 

Katie was a member of the Long Grey Line as a cadet at West Point before trading in her Dress Grey for civilian threads. Ask her about what it feels like to be the last one in on a Black Hawk helicopter. Possessing a penchant for adventure and exploration, Katie earned her B.A. in Anthropology, and a minor in History, from the University at Albany, and fondly recalls the summer of 2004 being the greatest because she spent it in Cyprus as a member of an archaeological dig team, excavating an Early Bronze Age site (think 2500 BC!). 

She hasn’t been everywhere, but it’s on her list! When Katie isn’t directing traffic at the intersection of education and technology, reminiscing about her days spent channeling Indiana Jones, or feeding her travel bug, she can be found exploring the New York State's Adirondack Park, conquering the famed Adirondack High Peaks, one by one, to earn the title of '46er.' She likens her resume to the multi-colored, juxtaposed dots on a Georges Seurat mural: each point is significant to the total composite she is today.

Dr. Phil Fusco
EVI Consultant & Facilitator

A career educator, Dr. Fusco has served as Grade 7-12 Social Studies teacher, K-12 principal and program consultant.

Most recently Dr. Fusco’s work has focused on collaborating with school districts in the development of character based learning cultures that support students achieving their maximum potential. As an extension of that initiative Dr. Fusco facilitates the N.Y.S. School of Character mentor program in conjunction with The Academy for Character Education at the Sage Colleges and the in Washington, D.C.


Through the creation of Dr. Fusco has enhanced his work with schools to build pathways to achieving excellence through character development. By incorporating core character beliefs as the foundation for their program into strategic planning school districts pave their path to a culture of excellence.
