

Cynthia E. Gallagher
Coordinator of Early Education Systems
Ms. Gallagher joined Educational Vistas, Inc. in 2010 to expand services to schools in the area of early childhood education and school improvement. She has held a wide range of positions in schools, state agencies and professional organizations and is considered a national and state expert in early education.
Ms. Gallagher was President of the National Association of Early Childhood Specialists for two years and currently serves on its Executive Committee. She is on the Advisory Board of the National Center for Research in Early Childhood Education and was a member of the US Department of Education’s Implementation Task Force for Reading First. Most recently, she was asked to be part of an advisory group to the National Governor’s Association and Council of Chief State School Officers for the Common Core Standards for birth-age 5. At the state level, she was a co-chair of the Advisory Board to the Governor’s Children Cabinet and state representative on the Cabinet. Ms. Gallagher has also been a consultant to the Illinois, Georgia and Missouri State Departments of Education.
Prior to joining Educational Vistas, Inc.,Ms Gallagher was a senior manager for the New York State Education Department. At the Department her areas of responsibility included early childhood programs such as prekindergarten, Even Start, Reading First, Striving Readers, Kindergarten – Grade 4 and preschool special education. Ms. Gallagher provided a leadership role in creating a vision of early education as part of the P-16 system. She worked with school districts to strengthen early education programs to effectively close achievement gaps and to ensure that young students are prepared for participation in a global community.
